#480 - Attachments can only be added after ticket is created - is it possible to allow attachement upload at ticket creation?

Description

Would be nice if attachments could be enabled when creating a ticket, not just after ticket is created.

The code that handles ticket creation and updating will be refacored in 3.9, paving the way for a revamped ticket creation screen in 3.10, it may still make its way into 3.9 but is planned for 3.10
