Describe the defect:
The email notifications as delivered by the tracker are flagged as HTML.
This makes sense for the body of the email, but I have never seen an instance where this makes sense for the subject of the email.
This results in special characters (quotes, slashes, etc.) being converted to html format for both the body and the subject.
It seems like it would be more appropriate that the html conversion should only be for the body while the subject would receive the character directly.
As a result of this, a notification will arrive that looks like:
(Subject): New Ticket #1 (feature X, codenamed "codename") created on project Project
(Body): Ticket #1 (feature X, codenamed "codename") has been created on project Project
