What does this enhancement do?
When using the editor to modify wiki pages, a double-return will result in a double line break for wiki pages.
For tickets, it only results in a single line break. Larger return counts above 2 result in the same.
The two features should have consistent formatting and the wiki formatting is probably preferable.
