I think that ticket name should go first in the page's title, because if I have a couple of tickets open in tabs in my browser I don't know which one is which just by looking at the titles. They all start with: "[Traq name] / [Project] / Tickets / [Ticket name]".
I think it should be something like: "[Ticket Type] #[ID] - [Ticket name] - [Traq name] / [Project] / Tickets".
